Can John Mateer make a Year 2 jump, like other transfer quarterbacks?

The progression of quarterback John Mateer is maybe the biggest question this summer for OU. It's no secret Oklahoma needs Mateer to be much better in his second year as a Sooner. The Washington State transfer was too inconsistent last year. Some of that was likely due to breaking his thumb in the fourth game of the season. But some of it was also just being in a new place and facing new (and better) opponents.
